Vista show characters wifi
Under Wifi status, the Wireless Properties box is inaccessible, so you can't change the option to 'connect to this network automatically' or any authentication methods for your wifi networks. Windows 8 has no 'manage wireless networks' option, and instead there is a metro UI way to forget a network, so that works, but you still can't right click and 'view network properties' to change authentication methods or things like 'connect to this network automatically'. The limitations aren't dealbreakers for my users, so thanks again!

Configure the properties to "Replace existing permissions on all subkeys with inheritable permissions".
Probably also configure the "Always install with elevated privileges" setting for this GPO. To revert to the original, inherited permissions, configure another registry GPO for the same key, but with the properties "Propagate inheritable permissions to all subkeys". Accessories right click on command prompt to get run as admin option.
I'm having the same problem, and yet I'm administrator, I'm the only freaking user on this computer. I have no problems with windows 7 but I'm reinstalling 7 on the other computer and vista is the one with the network access and no access to the dang passwords.
